If you are behind on your bills and expenses, and need some help to make it through a short term hardship or financial emergency, there are several organizations and charities in the Greensboro and Guilford County area that may be able to help. They range from the Salvation Army, Greensboro Urban Ministry, Legal Aid of North Carolina and the local community action agency, the Welfare Reform Liaison Project, Inc. These groups may be able to provide you resources to help pay your utility bills, rent, and they even offer housing assistance.

Residents of Guilford NC can get help with energy bills and food, rent, and other expenses. In addition, work with a case manager who may be able to help you find a job or improve your employment skills.

FORECLOSURE PREVENTION FUND

The NC Foreclosure Prevention Fund helps North Carolina homeowners who are struggling to make their mortgage payments due to job loss or temporary financial hardship. For qualified homeowners, the Fund can provide an interest-free loan of up to $36,000 to pay your mortgage and other related expenses for up to 36 months while you search or retrain for new employment. The loan can also be used to bring your mortgage current. If you are currently employed but have a second mortgage that is unaffordable because of a prior job loss or reduced income, the Fund offers an interest-free loan of up to $30,000 to pay off your second mortgage.

-offers several services to local families, as funding allows.

The Emergency Assistance Program (EAP), which they administer, provides household goods, free food, clothing, and financial aid to people in need in the Greensboro North Carolina area. The EAP program does have some qualification, and counselors will interview clients for financial assistance by written referral only. Referrals need to be made by the Department of Social Services or by other EAP approved human services agencies or charities in the area.

Money for resources for emergency assistance are available for security deposits for rent, water, electric, and gas, past due rent, utility bills, past due mortgage payments, food, and clothing. The Greensboro Urban Ministry also operates a food pantry on the site.

This is the local High Point charity organization. Emergency assistance is available to help the low income, working poor, and those on the verge of poverty, with paying their rent or a security deposit. From time to time other forms of financial assistance may be disbursed, including funds for energy bills and free food.

Open Door Ministries of High Point, which can be reached at (336) 885-0191, offers emergency assistance programs for those in need of help, such as food, rent assistance, a soup kitchen, shelter, and clothing. They are based in High Point North Carolina but provide a number of services to those that qualify for assistance.

RENT AND UTILITIES TEMPORARY FINANCIAL ASSISTANCE AND CASH GRANTS

Guilford County Department of Social Services may be able to offer temporary financial assistance and cash grants for paying rent and utilities. St. Vincent de Paul Society, which is based in Greensboro, provides financial assistance of up to $50.00 to help pay for rent, utilities, cooling bills, rent, and prescription medications. The program also provides secondhand furniture to those in need.

High Point Salvation Army is a United Way funded non profit agency. The organization can offer emergency assistance for paying rent, electric bills, utilities, food, household products and furniture. Additional locations of the Salvation Army are in Greensboro and other nearby communities. When you have an emergency, need free food, money for basic needs, or just need assistance around Christmas, then the Salvation Army may have the resources you need. Or they can refer you to nearby agencies.

RENTAL ASSISTANCE AND LOW INCOME HOUSING

Greensboro Housing Authority - Offers affordable apartment and housing communities across Greensboro and Guilford County. There is often a waiting list as the capacity of the HUD service is limited. The low income and seniors can access public housing, rental assistance to qualified applicants, and apply for the section 8 rent subsidy program. Other programs from GHA include Family Self-Sufficiency and Neighborhood Resource Centers.

The American Legion was chartered and incorporated by Congress as a patriotic veterans organization devoted to mutual helpfulness. Temporary Financial Assistance (TFA) is specifically designed to assist minor children of eligible veterans through cash grants, which contribute to a stable home environment. These grants help families meet the costs of shelter, utilities, food and medical expenses. This landmark program continues to be unique in the field of social work today. Through TFA, we can call upon the national organization for cash assistance to help maintain the basic needs of veterans’ children. Nonrepayable grants are awarded to eligible families with a child in need when all other available resources have been exhausted.

Maintenance Grants: Maintenance grants may be used to assist with expenses for basic needs such as:

•Shelter
•Utilities
•Food
•Clothing

Maintenance grants cannot be awarded for previously incurred debt, except to prevent disconnection of utilities or stop eviction or foreclosure.

Medical Grants: Medical grants for a child may be used to assist with healthcare expenses such as:

•Medical care
•Dental care
•Surgery
•Hospitalization
•Medications
•Dietary needs

Medical grants require a written statement from a physican outlining the problem, treatment, and esitmated costs. This type of grant must be approved before services are rendered. Medical grants can not be awarded for previous medical expenses or care.

All TFA applications originate at the local level. A local investigator personally visits the family to determine the children’s needs. A completed application with supporting documents and proof of military service is forwarded to the department Children & Youth chairman or department adjutant. The designated department representative reviews each case, makes a recommendation and forwards the approved application to National Headquarters. The Americanism Division reviews all approved cases and forwards recommendations to the national adjutant. Upon approval, checks are forwarded to department adjutants for delivery to posts or families. In most cases, checks will be two-party checks payable to the veteran and creditor(s).

When serious financial troubles arise, it is obvious that living expenses must be cut to the bone. Most of the luxuries previously enjoyed, and even some things which may have been thought of as necessary, may have to be dropped for a time.

In order to help veterans in serious financial trouble, VA Regional Loan Centers have technicians available to conduct financial counseling. This counseling is designed to help you avoid foreclosure. Veterans who are behind in the payments due on their VA loans are warned to be very careful before agreeing to any offers by strangers to make up their back payments if the veterans will "sign on the dotted line."
If such a proposition is made to you, ask the holder of your mortgage or the Loan Guaranty Division of the nearest VA regional office about it before you sign any paper. They will be glad to advise you whether or not the offer is good and sound. VA cannot give you legal advice or service, but it can advise as of dangerous practices or as to the advisability of consulting an attorney.

Community Housing Solutions (CHS) provides home repairs to qualifying families who are owner-occupants of Guilford County homes and are below specific income levels. The scope of repairs may include but are not limited to: 

- Roofs
- Plumbing
- Floors
- Energy efficiency repairs
- Accessibility modifications
- Electrical hazards
- Code violations

Work that is cosmetic or optional in nature does not fall within the scope of the program. We focus on repair issues which make a home warmer, dryer, and safer. CHS utilizes qualified staff, approved sub-contractors, and volunteers from the community to accomplish the repairs. CHS construction staff oversees the work of community volunteers from retiree groups, faith organizations, businesses, civic organizations, and college student groups. Required permits and inspections are completed by the City of Greenboro, the City of High Point and Guilford County.

 

Provider Description:

Community Housing Solutions is a licensed tax exempt nonprofit organization. We are HUD certified Community Housing Development Organization (CHDO). We provide decent, safe, and affordable housing to low-income households working towards the elimination of substandard, restoring the dignity and hope to families living in Guildford county neighborhoods.

Eligible properties must be located within Guilford County, have all property taxes paid in full and current, have a clean title, be owner occupied at the start of application and throughout the process, have an after repair property tax value of $120,000 or less, not be in danger of foreclosure Repair needs may not excess $20,000 in estimated costs. Applicant must own and occupy the home and property as their primary residence. Must not have received a home repair though CHS programs in the last 12 months and not have exceeded CHS repair program limits in the past. Must have limited means to accomplish the repairs on their own. Must have a total household income which does not exceed 80% of the current Guilford County Area Median Income (AMI) for household size as determined by Housing and Urban Development (HUD).

USDA Rural Development is committed to helping improve the economy and quality of life in rural America. Through our programs, we help rural Americans in many ways. We offer loans, grants and loan guarantees to support economic development and essential services such as housing, health care, first responder services and equipment, and water, electric and communications infrastructure.

Well built, affordable housing is essential to the vitality of communities in rural America. Housing Programs give families and individuals the opportunity to buy, build, repair, or own safe and affordable homes located in rural America. Eligibility for these loans, loan guarantees, and grants is based on income and varies according to the average median income for each area.

Homeownership Programs

Low interest, fixed-rate Homeownership loans are provided to qualified persons directly by USDA Rural Development. Financing is also offered at fixed-rates and terms through a loan from a private financial institution and guaranteed by USDA Rural Development for qualified persons. Neither one of these home loan programs require a down payment.

USDA Rural Development also offers competitive grants to public and private non-profit Self-Help Housing organizations and Federally Recognized Tribes to enable hardworking families to build their own homes.

Rural Development Single Family Housing Programs:

-Single Family Housing Direct Home Loans- this program assists low- and very-low-income applicants obtain decent, safe and sanitary housing in eligible rural areas by providing payment assistance to increase an applicant’s repayment ability.
-Single Family Housing Home Loan Guarantees-low- and moderate-income households the opportunity to own adequate, modest, decent, safe and sanitary dwellings as their primary residence in eligible rural areas. 
-Mutual Self-Help Housing Technical Assistance Grants-Provides grants to qualified organizations to help them carry out local self-help housing construction projects. Grant recipients supervise groups of very-low- and low-income individuals and families as they construct their own homes in rural areas.
-Rural Housing Site Loans-provide two types of loans to purchase and develop housing sites for low- and moderate-income families.
-Single Family Housing Repair Loans and Grants-provides loans to very-low-income homeowners to repair, improve or modernize their homes or grants to elderly very-low-income homeowners to remove health and safety hazards.

Home Repair Loans and Grants provide funds to elderly and very-low-income homeowners to remove health and safety hazards, perform necessary repairs, improve or modernize a home, make homes accessible for people with disabilities, or make homes more energy efficient so these very-low-income families use less of their income on utility bills.

The Customer Service Center (CSC) is a unit within Rural Development, USDA, charged with servicing mortgage loans and grants extended to individuals in rural areas throughout the United States
